The paper talks about the Solid Waste Management Rules, 2026, which have been formulated recently as an advancement in India’s legal structure for the management of solid waste. It discusses the efforts made by the 2026 Rules to improve upon the previous set of rules of 2016, particularly in terms of four-stream segregation, expanded scope, improved accountability of municipalities, electronic monitoring and environmental compensation. In this context, the paper suggests that the formulation of the said set of rules marks a paradigm shift from a disposal-driven solid waste management regime to a compliance-driven and circular economy-focused solid waste management framework. However, the paper also highlights that the success of the said set of rules hinges on the actions of various stakeholder bodies, including waste-generating entities and municipalities. The challenges associated with enforcement include insufficient segregation at source, inadequate waste-processing facilities, improper reporting and lack of capacity at the municipal level.
